Item Title:Planning & Development-Resolution Supporting TXDOT Application for SRTS and TASA

Subject:Approve and authorize the County Judge to sign the resolution supporting the County application and submission to the Texas Department of Transportation 2019-2020 Transportation Alternatives Set-Aside & Safe Routes to School Programs’ Call for Projects. (Contract No. 2019-0571 and 2019-0535)
Background:The Texas Department of Transportation (TxDOT) administers Transportation Alternatives Set Aside (TA) funds for locally sponsored bicycle and pedestrian infrastructure projects in communities less than 200,000. In large urbanized areas with populations over 200,000, TA funds are distributed directly to Metropolitan Planning Organizations (MPO) to administer according to their needs. More specifically, TA funds are set aside for areas that fall outside of the census-designated urbanized area. As such, there are only two communities in the County who fall outside this area: Tornillo and Fabens. TA funds require a 20 percent match to the federal funding, however, any costs associated with engineer services will count as an in-kind match to the funds. The Safe Routes to School Program identifies projects that improve connectivity to local schools and the funding requires no match and includes the cost of design engineering services. This funding category is open to a variety of entities and is more competitive given the eligibility criteria.

Prior Action:

July 1, 2019 (Item 17):

 

Approve and authorize the submission of the proposed projects to the Texas Department of Transportation and El Paso Metropolitan Planning Organization Transportation Alternatives & Safe Routes to School Programs as described in the attached backup material. Further, appropriate the necessary match funding in the FY 2020 Budget as a contingency if funds are awarded.
