Item Title:Planning & Development-Pellicano Widening Design Contract Amendment No. One

Subject:Approve and authorize the County Judge to sign the First Amendment to the Interlocal Agreement with the Camino Real Regional Mobility Authority for additional design services to the Pellicano Widening & Reconstruction Project. No County funds are required.  (Contract No. 2019-0477) 
Background:

The widening and reconstruction of Pellicano Drive is an initiative that began in 2006 as the County began to work with cooperative property owners in the area to acquire the necessary right-of-way for the expansion and reconstruction. The project is identified in the El Paso Metropolitan Planning Organization's planning documents as a project scheduled to be let for construction in 2019. Limits of the project extend from Loop 375 to Darrington Rd. for approximately 3 miles in length. Improvements include, six-lanes divided, raised median, illumination, landscaping, pavement, curb and gutter and sidewalks/bike lanes.       

 

The amendment is required to provide for additional engineering services required by the project design consultant related to the utility and roadway improvements phasing, including coordination of construction activities with the intersection of Loop 375 (Joe Battle Boulevard).

Fiscal Impact:

Additional Engineering Services: $101,228.31

 

Funds are Vehicle Registration Fee proceeds managed by the Camino Real Regional Mobility Authority.

Recommendation:Approve and authorize the County Judge to sign the First Amendment to the Interlocal Agreement with the Camino Real Regional Mobility Authority for additional design services to the Pellicano Widening & Reconstruction Project. No County funds are required.  (Contract No. 2019-0477) 
Prior Action:

On July 9, 2018, the Court authorized the County Judge to execute the Local Transportation Project Advance Funding Agreement (LPAFA) with the Texas Department of Transportation for the Pellicano Widening Roadway project in the total amount of $10,388. (Item 3L)

 

On September 25, 2017, the Court authorized the County Judge to execute the Interlocal Agreement Vehicle Registration Fee (VRF) Project Development Agreement (design) for Pellicano Improvement Project between the County of El Paso and the Camino Real Regional Mobility Authority (CRRMA) (Item 22)

 

On April 24, 2017, the Court approved the use of VRF savings ($3,000,000) for the Design of Pellicano Improvement Project. (Item 7)
On March 28, 2016, the Court approve and authorize the County Judge to sign the letter of concurrence to the El Paso Metropolitan Planning Organization regarding the widening and reconstruction of Pellicano Drive (MPO Project ID: P410X-15A).

 

On December 15, 2014 the court authorized the County Attorney’s office to prepare project development agreements with Camino Real Regional Mobility Authority for the projects that will be funded through VRF and excess VRF funds. (Item 15)
