The stability of democracy depends upon the continuing consent of the governed which in turn depends upon the trust the electorate holds for its government. The Ethics Commission of the County of El Paso, is a ten (10) panel board which serves to protect this stability through the Code of Ethics it proudly enforces.
The Ethics Commission currently meets every quarter, usually on the first Thursday of that month. Staff from the HR Department and the County Attorney's Office provide guidance to the Commission, as necessary.
During a meeting in 2018, staff began advising the Commission regarding the applicability of the Code of Ethics as it applied to candidates for County elected offices. Throughout the next few meetings, staff continued to gain feedback and direction from the Commission and drafted various proposals that would amend the Code of Ethics.
At the January 2019 meeting, the Ethics Commission advised staff to present the final changes to both the Elections Commission and the Commissioners Court prior to their formal adoption of such changes. This presentation serves as the second of these two presentations. Staff previously presented to the Elections Commission on July 2, 2019.
An action item will be placed on the next Ethics Commission meeting to approve such Code changes. This meeting will take place on July 11, 2019.
