The Residential Street Lighting Program was adopted to formalize an official policy of the County pertaining to the installation of residential street lights in the County area. The Program was originally adopted by the Court June 2016. The proposed amendments are specifically highlighted in the attached backup and aim to accomplish the following:
- Increase the Lighting Standard to mirror the City of El Paso’s standards of 300 foot spacing for urbanized areas
- Allow for one-time lighting improvements to be made to various geographic areas, properties or project areas not necessarily described within the policy’s existing allocation guidelines
- Implement a distribution of light fixtures per precinct to allow the Department to administer this capital improvement program over the next five years (based on the estimated need within each community and Commissioners Court precinct)

| Fiscal Impact: | Current policy requires the allocation of 100 high-pressure sodium fixtures ($1,100 each), resulting in an annual allocation of $110,000 to the Program.
The proposed change would increase the allotment to $1,400 for LED fixtures as follows per fiscal year:
- FY20: $249,200 (Includes One-Time Ascarate Park Allocation)
- FY21: $233,800
- FY22: $231,000
- FY23: $224,000
- FY24: $221,200
The increase in funding ensures the program may be administered successful by the Department over the next five years. |
