(Contract No. 2019-0097) | | Background: | The County has hosted El Paso’s largest senior meal program for approximately 40 years. Within the past decade, public policy has shifted to serving frail elderly and persons with disabilities in the community rather than in institutional settings whenever possible. This has dramatically increased the number of individuals receiving home delivered meals. As the home delivered program has grown, the County has changed its home delivery system to ensure the delivery of a larger number of meals within the daily serving window of three hours. Our vendor now delivers a meal for same day consumption along with a chilled or frozen meal for eating on the following day. By delivering two meals in one trip, the County is able to serve its larger population without the necessity of adding more vehicles and drivers.
HHSC is a major program funder. The County must adhere to the rules published in the Texas Administrative Code to receive HHSC meal reimbursements. These rules require that the County submit a waiver request for its alternate delivery practice. This requirement is part of the annual negotiation for meal rates. Prior to beginning its negotiations, HHSC must receive and act on any waiver requests. Submission of this form begins the negotiated rate efforts for the next fiscal year.
