Further, discuss and take appropriate action to name the County's negotiating team. (Contract No. 2019-0056) | | Background: | The current collective bargaining agreement between the County of El Paso and the El Paso County Sheriff's Officers' Association will expire on September 30, 2019. The Association sent notice on January 2, 2019 requesting to open negotiations for a new fiscal collective bargaining agreement to be effective on October 1, 2019. During the last negotiations, the County hired Attorney Ric Navarro to be the lead negotiator on behalf of the County. In 2014, the County Negotiating team consisted of: Ric Navarro (Lead Negotiator), Holly C. Lytle (County Attorney's Office), Betsy Keller (HR), Wallace Hardgrove (Auditor/Budget), Chief Sylvia Aguilar (Sheriff), and Commander Kevin Lanahan (Sheriff). | | Fiscal Impact: | The Legal Services Agreement sets the budget at not to exceed $75,000. Mr. Navarro's hourly rate is $250 and he is asking for a $5,000 retainer up front.
