Item Title:HR - Notary Public Policy

Subject:Approve and authorize the creation of the County's Notary Public Policy.
Background:

A notary public is an important function related to the business needs of the County of El Paso. Employees who perform notary duties assist administration, elected and appointed officials by notarizing documents that are used in the course of County business.

 

The purpose of this policy is to provide guidelines to employees who perform notary public duties for the County of El Paso. These guidelines are necessary to reduce the risks to the County of El Paso and the notary due to improper notarial acts.

 

This Notary Public policy outlines the following:

  • Outlines duties of individual departments, including making a determination on the number of authorized Notary Publics within their office, and obtaining necessary supplies;
  • Outlines the duties of the Notary Public, including their responsibility for the Notary Public stamp and journal, performing notarial acts pertaining to official County business, and following the Texas Notary Public Policy; and
  • Outlines the duties of the Human Resources Department, including their responsibility to submit timely applications to the State of Texas for approval.

 

The policy applies to all County employees, offices, departments, and to all County Elected Officials and their employees.

 

This policy has been reviewed and recommended for approval by the Civil Service Commission during their regular meeting on February 5, 2019.

 

The Notary policy was reviewed by the County Attorney’s Office (OP-18-187).
