Item Title:DA- Violence Against Women Act FY19 Revised Resolution

Subject:Approve and authorize the County Judge to sign the revised resolution for the Violence Against Women Act (VAWA) grant for FY19 from September 1, 2018 through August 31, 2019.  (Contract No. 2019-0055)
Background:

The Violence Against Women Act was enacted by then-Senator Joe Biden in 1994 to improve the criminal justice response to violence against women. The El Paso County’s Domestic Violence Unit, through the VAWA grant, prosecutes domestic violence offenses with the goal of providing safety for the victim and accountability of the aggressor. The grant has provided funding for focus on domestic violence cases for 17 years. With time, the grant has allowed the Domestic Violence unit program to evolve into a unit that allows us to make contact with victims within 24 hours of the defendant being arrested- a program that has been recognized state and nation-wide by other District Attorney’s Offices. Vice President Joe Biden released a report “1 is 2 Many: Twenty Years of Fighting Violence Against Women and Girls” recognizing the District Attorney Jaime’s Esparza’s 24- Hour Initiative as making a difference in the prosecution of domestic violence cases. Our mission continues to be the same- to hold offenders accountable and ensure that victims are safe in our community.

 

The Governor’s Office has requested that a revision be made to the resolution to reflect the most recent authorized official for the Violence Against Women Act (VAWA) grant for FY19 from September 1, 2018 through August 31, 2019.

 

Per the Governor's Office: "Revised Resolution: If the Authorized Official is designated by name on the resolution, recipients of funding are required to provide a revised resolution from the applicable governing body (such as the city council, county commissioners' court, school board, or board of directors) electronically using the 'Upload' function in the eGrants system."

Fiscal Impact:

There is no fiscal impact for this item, as the $150,000 grant award with a cash match of $129,610 for a total project amount of $279,610 was previously approved.

Recommendation:Approve and authorize the County Judge to sign the revised resolution for the Violence Against Women Act (VAWA) grant for FY19 from September 1, 2018 to August 31, 2019.  Contract # 2019-0055 was reviewed and approved for Commissioners Court action by the County Attorney's Office.
