Item Title:Community Services Department/General Assistance Phase 36 Emergency Food and Shelter Program

Subject:Approve and authorize the Community Services Department to submit a grant application to the United Way of El Paso County for $65,000 from the Emergency Food and Shelter Program for rental assistance from Phase 36 Local Board Plan- Stewart B. McKinney Homeless Assistance Act funds. No County match is required.
Background:The Community Services Department competes for this funding on an annual basis to supplement County resources under the General Assistance Program.  These funds are available to local communities to provide a range of safety net services based on a County's rate of unemployment.  These safety net services include emergency shelter, food pantries, utility assistance and rental or mortgage assistance.  The United Way of El Paso County administers this fund.  The United Way hosts a local board that makes funding recommendations based on applications from community-based organizations.  The County was awarded $65,000 in the most recent round of funding designated as Phase 35 with an additional set aside amount given to the County in the amount of $2,951 for a total award amount of $67,951.  Rental assistance from Phase 35 assisted 112 households from becoming homeless or being evicted.  Grant application was reviewed by the Grants Division.
Fiscal Impact:

Account will be set up at the time the grant is awarded and approved by Commissioners Court.

 

There is no cash match or in-kind match requirement.  The amount being requested is $65,000 for rental assistance.

Recommendation:Approve and authorize the Community Services Department to submit a grant application to the United Way of El Paso County for $65,000 from the Emergency Food and Shelter Program for rental assistance from Phase 36 Local Board Plan- Stewart B. McKinney Homeless Assistance Act funds. No County match is required.
Prior Action:On February 12, 2018 Commissioners Court approved the Phase 35 grant application and memorandum of agreement 2018-0075 under agenda item number 17.  The County was awarded $65,000.
