| Background: | Under SCAAP, the Office of Justice Programs makes payment to units of local government who incur certain types of costs due to incarceration of undocumented criminal persons during 07/01/2015 to 06/30/2016. Under the FY17, payments will be made in connection with “undocumented” persons who had been convicted of at least one (1) felony or two (2) misdemeanors and who were incarcerated under the legal authority of the applicant government for at least four (4) consecutive days during the reporting period.
