| Background: | The KNOWiNK Poll Pad Software utilized by the County of El Paso Elections Department is the proprietary and intellectual property of KNOWiNK, and Hart Intercivic is the only vendor that may provide KNOWiNK Poll Pad maintenance annual software subscription and support service. Pursuant to Texas Local Government Code Section 262.024(c), the procurement of the KNOWiNK Poll Pad maintenance annual software subscription and support service for the County of El Paso Elections Department is a sole source item, and is exempt from the provisions of the County Purchasing Act, as an item which can be obtained from only one source. |
