Item Title:DA- Border Prosecution Unit Grant FY19 Contract Services with Lance Long

Subject:Approve and authorize the County Judge to sign the Contract Service Agreement with Lance Long participating in the Border Prosecution Unit initiative for FY19 (Grant #2283709) from December 1, 2018 through August 31, 2019.  (Contract No. 2018-0911)
Background:Border Prosecution Unit - The District Attorney is Project Director of the Border Prosecution Unit, a network of 17 state prosecutors with jurisdictions along the Texas/Mexico border (encompassing 48 border counties) and prosecutors in 4 Texas Anti-Gang Centers (including El Paso, Bexar, Harris and Dallas counties) working in close partnership with DPS and local law enforcement agencies to coordinate their investigatory and prosecutorial response to criminal enterprises threatening security in the border regions of Texas. Collectively, border prosecutors concentrate on cases involving violent criminal street gangs, drug traffickers, money laundering operations, car theft rings, illegal weapons transactions, and human trafficking operations.
Fiscal Impact:Contract service agreements are paid for entirely by the Border Prosecution Unit grant, awarded by the Office of the Governor. No County Match required.
Recommendation:Approve and authorize the County Judge to sign the Contract Service Agreement with Lance Long participating in the Border Prosecution Unit initiative for FY19 (Grant #2283709) from December 1, 2018 through August 31, 2019.  (Contract No. 2018-0911)
Prior Action:BPU Grant Award for FY19 approved by Commissioners Court on 10/29/2018 item #8.
