Item Title: | Budget & Fiscal Policy - GF Rather than Salary Fund TLGC | Submitted By: | Wallace Hardgrove, Executive Director, Budget and Fiscal Policy Department (915) 546-2262 | Subject: | Receive a report on the Urban County practice of exercising provisions permitted by Texas Local Government Code §154.007. | Background: | Most recently, on October 1, 2018, the El Paso County Commissioners took action pursuant to Texas Local Government Code, § 154.007 to order all money, that otherwise would be deposited in a salary fund, created under the Texas Local Government Code, Chapter 154.042, be deposited in the County’s general fund. The salary fund required by the Texas Local Government Code, § 154.042 has been a part of the El Paso County general fund for at least the past three decades. Texas Local Government Code, § 154.007, requires the order be made at the first regular meeting in the first month of each fiscal year. A white paper which provides factual information has also been prepared and included with the agenda backup. | Fiscal Impact: | N/A | Recommendation: | Continue this current practice as it is the most efficient and effective method of processing payroll of each district, county, and precinct officer paid on a salaried basis.
