Subject:Approve and authorize the County Judge to sign the maintenance agreement with NEOGOV, Inc. (dba GovernmentJobs.com).  Further, approve the transfer of funding from GF-HR-PROF-SVC-RECRUITMENT and GF-GADM-OPS CONTINGENCIES to GF-ITD-MAINT/REP-SOFTWARE.  (Contract No. 2018-0648)
Background:

NEOGOV Insight is a software application provided by NeoGov, Inc. (dba GovernmentJobs.com) to manage the information of employment applicants and recruitment records. The addition of the OnBoard module to the County’s Applicant Tracking System, NeoGov, streamlines the in-processing of new employees by linking their application profiles to electronic new hire documents that are currently being filled out on the first day of work. This will provide efficiencies to the recruitment team who can then focus on strategic goals and intensive recruiting.  Funding was requested during fiscal year 2019 budget hearings for the purchase of the software and maintenance. Funds are needed to be able to pay for the pro-rated amount of $30,995.58 for fiscal year 2019 (December 2018 to July 2019) and the full  year payment of $41,372 for year 2 of the contract that runs from August 2019 to July 2020.                                    

 

The integration of the Biddle Online TestGenius allows for an efficient way to test candidates through its ability to test remotely, and will link these test scores directly to applicants’ profiles in NeoGov. Further, Biddle also provides the Critical Testing for 911 Dispatchers, which is a new testing component that will be used to test for the Civilian Communication Specialist positions with the Sheriff’s Office.

 

ITD is responsible for the management of the contractual agreement of the software. Proper and current licensing must be maintained to allow continued use of this software.

 

Legal review was required and has been completed by the County Attorney’s Office on November 21, 2018.

 

Contingent upon the funding allocation in MUNIS, this item will be requisitioned for fiscal year 2019. Once Purchase Order has been converted and released by Purchasing the agreement will be considered executed.

Fiscal Impact:

Approve the transfer of funds of $72,368 as outlined below:

 

$27,872 from GF-HR-PROF SVC-RECRUITMENT (COGF-1000-0000000-431-10-11100-0001-00000-601115-)

 

$44,496 from  GF-GADM-OPS CONTINGENCIES (COGF-1000-0000000-431-10-10000-0001-00000-690000-)

 

$72,368 in to GF-ITD-MAINT/REP-SOFTWARE (COGF-1000-0000000-431-10-11140-0001-00000-600654-)                        

 

PROJECTED 3 YEAR FISCAL IMPACT               

The fiscal impact forecasted over the next 3 years totals $114,980.74       

 

• Year 1 - $30,995.58 (December 2018 to July 2019)            

• Year 2 - $41,372.00 (August 2019 to July 2020)                

• Year 3 - $42,613.16 (August 2020 to July 2021)

Recommendation:Approve and authorize the County Judge to sign the maintenance agreement with NEOGOV, Inc. (dba GovernmentJobs.com).  Further, approve the transfer of funding from GF-HR-PROF-SVC-RECRUITMENT and GF-GADM-OPS CONTINGENCIES to GF-ITD-MAINT/REP-SOFTWARE.  (Contract No. 2018-0648)
Prior Action:On July 23, 2018, Commissioners Court approved Contract No. 2018-0432 under item #3-F.
