| Background: | Probate Court No.1 is requesting a permanent full-time Bailiff certified position using special revenue funds. Request is made to fund this position for 26 pay periods from January 1, 2019 - December 31, 2019. Judge Patricia B. Chew may “appoint a person to serve the court as bailiff” (Tex. Gov’t Code Section 53.002). The Bailiff would provide security and physical protection during court sessions for the presiding judge, attorneys, witnesses, defendants, court participants and spectators. The Bailiff would maintain order during court proceedings. The Court hears cases where individuals can become very emotional , angry, aggressive, threatening and sometimes violent. The presence of a bailiff would serve to mitigate these aggressive tendencies and provide protection. The Court is often forced to contact the sheriff’s office or borrow a bailiff from another court. The Court also hears mental commitment cases at the El Paso Psychiatric Center. Individuals are subjected to a mental commitment because they are deemed to be a danger to themselves or others. Therefore the court is forced to deal with a very volatile segment of the population without any security. |
