The widening and reconstruction of Pellicano Drive is an initiative that began in 2006 as the County began to work with cooperative property owners in the area to acquire the necessary right-of-way for the expansion and reconstruction. The project is currently under design and is scheduled to begin construction in Federal Fiscal Year 2019. There are currently approximately $18M in federal funds programmed for this project at the MPO.

The design consultant has identified the need for the County to consider a full-concrete roadway given the expected traffic counts and abutting land uses to the roadway. By constructing a concrete roadway, the County can ensure the longevity of the roadway and reduced maintenance costs in the long run. The revised construction estimates for a concrete roadway total $23M, leaving a project funding gap of approximately $5M. The funding balances reported to the Transportation Policy Board in December will be assigned to projects that demonstrate an ability to begin construction within the current fiscal year, making the Pellicano project a good candidate for the additional funding.

On December 18, 2017 the Court authorized the submission of an electronic project request form, and all necessary supporting documents, to the El Paso Metropolitan Planning Organization for the Pellicano Widening and Build Project (MPO Project ID: P410X-15A) for $8M in Coordinated Border Infrastructure federal funds.

On September 19, 2017 the Court authorized the County Judge to execute the Vehicle Registration Fee (VRF) Agreement between the County of El Paso and the Camino Real Regional Mobility Authority (CRRMA) to fund the design work necessary for the Pellicano Improvement Project. (Contract No. 2017-0611)

On April 24, 2017 (Item 7), the Court approved the use of VRF savings ($3,000,000) for the Design of Pellicano Improvement Project.

On March 28, 2016 (Item 3-D), the Court approve and authorize the County Judge to sign the letter of concurrence to the El Paso Metropolitan Planning Organization regarding the widening and reconstruction of Pellicano Drive (MPO Project ID: P410X-15A).

On December 15, 2014 (Item 15), the court authorized the County Attorney’s office to prepare project development agreements with Camino Real Regional Mobility Authority for the projects that will be funded through VRF and excess VRF funds.
