Background:

The County was seeking proposals from qualified vendors for Third Party Group Medical and Dental Plan Administration, Pharmacy Benefit Management, Stop Loss Reinsurance / Employee Assistance Program, Section 125 Plan Administration (Flexible Spending Accounts, Dependent Care Accounts) and Health Savings Account Administration, COBRA Administration.

Solicitation Advertised:             April 29, 2018 and May 6, 2018

Solicitation Opened:                 June 21, 2018

Vendors Notified:                      20

Vendors Responding:               10

Contract Term:                          4 years with 2 additional 1-year terms

 

Proposals were received and evaluated by a committee consisting of representatives from the County’s Human Resource’s Department and Budget & Fiscal Policy Department. The Purchasing Department facilitated the evaluation process.  Evaluation criteria included:

 

  • Quality of Services Offered

  • Fee/Cost Structure

  • Value Added Benefits

  • Support Services

  • Financials & General Information

  • Technical Capabilities

  • References

  • Health Insurance to Employees

 

The evaluation team reviewed, scored, and ranked each firm against the established criteria.  The top scoring firm, Aetna Life Insurance Company, Hartford, CT, was determined to best meet the County’s needs.  A best and final offer was proposed and accepted.


Fiscal Impact:Funds are available through the Risk Pool Health Funds.
Recommendation:Approve the award of RFP 18-030 Third Party Administrator for Health and Dental Benefits for the County of El Paso to Aetna Life Insurance Company, of Hartford, CT.  Purchasing approved recommendation on 11/19/2018. Funding is available through the Risk Pool Health Funds.
Prior Action:Commissioners Court approved to solicit proposals for these services on 2/26/2018.
