Subject:(Postponed 11/26/18) Approve and authorize the County Judge to sign the Special Needs Diversionary Program (SNDP) Intensive In-Home Mental Health Services agreement with Pinnacle Social Services LLC, on behalf of the El Paso County Juvenile Probation Department in an estimated amount of $295,000 from November 1, 2018 through October 31, 2021.  Funding is available in GF-JPD-PROF SVC-GEN; PROJ HOPE – JUV MENTAL HEALTH CT 19 Grant and TJJD SPECIAL NEEDS DIV PROG 2019 (GTJJDM2019).  (Contract No. 2018-0706)
Background:

Pinnacle Social Services LLC (PSS), a private for-profit agency, has served the El Paso area since 2005. PSS offers evidence-based programs and interventions designed to empower children, adolescents, their families, and the community with the resources necessary for healthy individual and family functioning.

 

Since the agency's founding, PSS has been developing, managing and evaluating contracts focused on mental health services and covering an array of intervention service areas (e.g., parenting skills, relationship building programs, psychiatric interventions, counseling and case management services).  PSS has provided services to various populations throughout the El Paso area and has well established relationships with El Paso area school districts and community collaborators.

 

For over a decade our psychiatrists, Masters and Bachelors level clinicians and ease managers have provided intensive in-home and in-office psychiatric evaluations and medication management, counseling, substance abuse counseling/education and case management services to youth and families involved with the El Paso County Juvenile Probation Department (EPJPD), the Texas Department of Family and Protective Services, the El Paso County Juvenile Drug Court, Region 19 Early Childhood Intervention Program, Border Children's Behavioral Health Collaborative, the Texas Youth Commission, the El Paso Independent School District, the Texas Adult Protective Services, The City of El Paso and the El Paso 65th District Drug Court.

 

Pinnacle Social Services has clearly demonstrated the ability to effectively implement and manage intensive in-home based and office based psychiatric, therapeutic and case management services.
