Item Title:Planning & Development-Stormwater ILA with El Paso Water (East Montana Sector & Interior Drainage Study)

Subject:Approve and authorize the County Judge to sign the Amendment to Interlocal Agreement for Stormwater Planning Between El Paso County, Texas and the El Paso Water Utilities Public Service Board to update the 2010 El Paso County Stormwater Master Plan documents to include the addition of the East Montana Sector Stormwater Master Plan and an Interior Drainage Study in the amount of $419,479.  Funding is available in GF-GADM-XFER OUT.  Further, authorize the reallocation of funding from GF-GADM-XFER OUT to GF-RBFLOODCNT-CONTR SVC-GEN.  (Contract No. 2018-0620)
Background:

As part of the County's continued work to manage stormwater projects outside the City of El Paso, staff has worked with El Paso Water to amend the 2009 interlocal agreement that was used to developed the initial 2010 County Stormwater Master Plan. The amendment allows for El Paso Water to update the planning document with the inclusion of new study areas as well as project-specific cost-benefit analysis. The amendment to the agreement will allow El Paso Water to utilize their consultant, AECOM, to perform two additional tasks:

 

  1. Montana Sector Storm Water Master Plan:  This study will expand the original El Paso County Storm Water Master Plan that was approved on September 27, 2010 to include the East Montana Sector.  Cost-Benefit Analyses for selected projects will be performed that may be eligible for state or federal funds.

  2. El Paso County Interior Drainage Study:  The International Boundary Water Commission (IBWC) has been working on making improvements to the Rio Grande Levees in El Paso County for the purposes of getting the levees certified by Federal Emergency Management Agency (FEMA).  This interior drainage study will be a component that IBWC will need to submit to FEMA as part of the certification process.

Prior Action:

On March 11, 2009, the County and El Paso Water entered into an agreement to create cooperative and partnering efforts to accomplish flood and storm water planning for selected watershed areas in El Paso County encompassing the City's extraterritorial jurisdiction out to the county's territorial limits, which affect both the City and County of El Paso.
