| Subject: | Approve and authorize the County Judge to sign a permanent easement agreement with Luis and Febe Delgado, to use a portion of their property to construct a 10 foot bottom channel along Mankato Road. (Contract No.2018-0463) |
| Background: | Mankato Road is one of the roads that experiences flooding issues during the monsoon season. Mankato has a low water
crossing that has the potential of conveying 380 cubic feet of water per second during a 100 year storm event. In an effort to
contain some of the flooding that occurs on this road, the residents have requested the County build a conveyance system to
convey the water through its path and into the Mesa Spur drain. As a result of this request, the residents have agreed to
donate a portion of their properties to the County to allow the construction of this conveyance system. This property did not appear to be required for the project based on El Paso County Appraisal District Maps, however, our
surveyor was able to determine that the location of the boundary lines were misrepresented on the EPCAD Map. Based on
the planed right of way maps, the portion in question is also being offered to the County by the owner for the completion of
the project's southern portion. |
