In accordance with statute 2254, qualifications were received and evaluated by a committee consisting of representatives from the County Human Resources Department. The Purchasing Department staff facilitated the evaluation process. Evaluation criteria included:
• Discounts for prescription drugs and/or services
• Staff qualifications & availability
• Marketing plan
• Local familiarity/local presence
• Conceptual treatment/components
• Experience
• Reporting tools
The evaluation team reviewed, scored, and ranked the firm against the established criteria. Phoenix Benefits Management of Cumming, GA was reviewed and their submittal was determined to be the most advantageous offer.
