Background:

The County was seeking proposals from qualified vendors to provide comprehensive promotional testing services for various ranks within the County of El Paso Sheriff’s Office.

Solicitation Advertised:             March 25, 2018 and April 1, 2018

Solicitation Opened:                 May 10, 2018

Vendors Notified:                     14

Vendors Responding:                5

Contract Term:                           2 years with 2 additional 1-year terms not to exceed 4 years

 

Proposals were received and evaluated by a committee consisting of representatives from the County’s Human Resource’s Department and Sheriff’s Department. The Purchasing Department facilitated the evaluation process.  Evaluation criteria included:

 

  • Qualifications and experience

  • Quality of services offered

  • Cost/fee schedule

  • Support services

  • Technical capabilities

  • References

  • Health insurance for employees

 

The evaluation team reviewed, scored, and ranked each firm against the established criteria.  The top scoring firm, CPS HR Consulting Sacramento, CA, was determined to best meet the County’s needs.  A best and final offer was proposed and accepted.
