Item Title:Public Works - Contract No. 2018-0374 Resolution & Interlocal Agreement engineering services for OT Smith Hike&Bike Trail

Subject:Approve and authorize the County Judge to sign the Resolution and the Interlocal Agreement Engineering Services For Design Of The O.T. Smith Hike and Bike Trail with the Camino Real Regional Mobility Authority, in the amount of $419,094.10.  Funding is available in GF-EPCMP-PROF SVC-GEN.  (Contract No. 2018-0374)
Background:

This Interlocal Agreement authorizes the County to piggy-back on the procurement process used by the CRRMA to select professional civil engineers with expertise in road design and construction protocols required by the Federal Government and TxDOT. El Paso County Mobility funds have been designated in the amount of $419,094.10. [18-0374].

The federally funded Transportation Alternative Set-Aside program (TA Set-Aside Program) provides opportunities to expand transportation choices and enhance transportation infrastructure. The T.A Set-Aside Program provides funding to construct a variety of alternative transportation projects that improve mobility for non-motorized users and mitigates congestion by providing transportation alternatives, such as on-road bicycle improvements, off-road share use paths, sidewalks and infrastructure improvements on an abandoned railroad corridor to facilitate non-motorized transportation.

 

The proposed improvements consist of a hike and bike trail, railroad crossing improvements and safety lighting for approximately 2.5 miles from Alameda Avenue to I-10.

Recommendation:Approve and authorize the County Judge to sign the Resolution and the Interlocal Agreement Engineering Services For Design Of The O.T. Smith Hike and Bike Trail with the Camino Real Regional Mobility Authority, in the amount of $419,094.10.  Funding is available in GF-EPCMP-PROF SVC-GEN.  (Contract No. 2018-0374)
Prior Action:

On May15, 2017, (Item 10); Commissioners Court discussed and took appropriate action regarding the TxDOT Transportation Alternative (TA) Set-Aside call for Projects, and authorize Public Works staff to submit the Transportation Alternative Set-Aside Application for thirteen (13) projects.

On September 18, 2017 Item (18) Commissioners Court authorize the Judge to sign the revised Resolution for the Transportation Alternative (T.A) Set-Aside Program.

On October 16, 2017, (Item 22); Commissioners Court authorized the Public Works Department to submit applications and Electronic Project Request Forms (ePRFs) for the El Paso Fiscal Year 2018 Metropolitan Planning Organization (EPMPO) “Transportation Alternative Set-Aside" (TA Set-ASIDE) grant funds.
