The County of El Paso received grant in the amount of $7,193,000 and loan in the amount of $1,334,000 secured by certificate of obligation backed by ad valorem taxes to construct first-time wastewater collection system within the Desert Acceptance (Square Dance) area.

On September 8^th, 2014 (Item 4-AB), the county entered in contractual agreement with Moreno Cardenas Inc. (MCi) to start required work needed to proceed with the wastewater project. The firm completed the required tasks and submitted the required documentation to USDA-RD for review and approval. After completing the design and specification documents, we encountered few challenges in acquiring an easement and due to that, the engineer was asked to amend the design specifications to accommodate some changes. Moreno Cardenas Inc (Engineer) provided additional services in support of Owner to facilitate newly determined easement acquisitions that were necessary for the Project. Additional easement acquisition support and engineering services were required following Amendment No. 1 from July 25, 2017 through resolution of final easements needed in order to proceed to contract award on March 19, 2018. Additional services included providing coordination and supplemental engineering design support to include: development of multiple maps/exhibits, attending multiple meetings with/for property owners/negotiations, coordination and attending multiple meetings with Owner, coordination with USDA staff to provide project updates, and facilitating Owner final easement development and negotiations process for acquisition of multiple easements through the Tres Suenos Development property limits. In support and as requested, Engineer completed engineering evaluations and assessments of existing offsite lift station infrastructure to facilitate easement negotiations and alleviate concerns that proposed Desert Acceptance wastewater infrastructure would impact future development Engineer prepared a technical memorandum for Owner use in negotiations and presented/clarified findings with developer and their engineer. Engineer coordinated with land developer's engineer to incorporate new development designs into the Desert Acceptance Wastewater design. Modified street alignments and grades were updated into nine (9) design plan sheet revisions and ultimately coordinated to gain final developer acceptance in order to finalize easement approvals.

Engineer then prepared the required legal descriptions for Owner use in final easement acquisition.
