| Subject: | Approve and authorize the County Judge to sign the resolution requesting technical and financial assistance from the North American Development Bank (NADBANK) for a first time water distribution system in the Hillcrest Center and Hillcrest Estates subdivision located in the Precinct 3 area. Further, authorize the County Judge to act as the County Executive Officer on all matters pertaining to the County’s participation in the program funding. No County funds are required. (Contract No. 2018-0513) |
| Background: | The County of El Paso submitted a grant application to North American Development Bank (NADBANK) in September 2017 to seek financial assistance toward constructing a first-time water system in the Hillcrest Estates and or Hillcrest Center area. These areas have no public water system and are currently using water storage tanks.
The Resolution is to authorize the County of El Paso to move forward with the project through North American Development Bank and Environmental Protection Agency (EPA)
A separate grant application was submitted to USDA-Rd in June 2016 and the County is currently awaiting the approval of such application. The funds from BECC are intended to cover any portions of the project that might not be covered by the USDA grant/loan.
