| Background: | The Information Technology Department (ITD) manages and maintains all enterprise software and related technology services for the County of El Paso. This support is occasionally required for software in the process of being retired. The County of El Paso’s legacy financial & human resources systems remain the systems of record for historical transactions. As such, ITD is working with associated departments to create and alternative repository to archive this information. ITD requires the knowledge and skills related to these systems to efficiently and rapidly deploy a solutions.
In support of this effort, ITD has identified a former County of El Paso employee, Mr. Robert Regalado (Mainframe Programmer), as a source for these services. Mr. Regalado possesses the knowledge and the technical expertise to complete requested operations from the Auditor, Purchasing, and Human Resources Departments. Mr. Regalado’s specialized services make him uniquely qualified to support these obsolete legacy systems.
ITD is requesting approval of an agreement with Mr. Robert Regalado for consulting services related to these legacy systems. Under this contract, Mr. Regalado will provide programming and data services supporting the County’s legacy payroll and personnel enterprise information system as requested through ITD. This agreement provides for a total cost that is not-to-exceed $8,799. The agreement will become effective on 09/01/2018 and will terminate on 08/31/2019.
Purchasing has reviewed and approved the procurement of these services by releasing Purchase Order 21810399 on July 25, 2018.
County Attorney's Office approved contract #2018-0478 for Commissioners Court on July 31, 2018. No 1295 Form needed for this agreement.
NOTE: Mr. Regalado was previously employed by the County of El Paso as a Mainframe Programmer and performed programming services and duties exclusive to the mainframe. Mr. Regalado retired in February of 2018, but ITD is requesting that this agreement be executed to ensure continuity of services related to the legacy mainframe systems.
