Subject:Approve and authorize the County Judge to sign the software agreement between the County of El Paso and Intergraph Corporation, dba Hexagon Safety & Infrastructure. Funding is available in GF-ITD-MAINT/REP-SOFTWARE.  (Contract No. 2018-0439)
Background:The Information Technology Department (ITD) manages and maintains contracts for technology software/services for the County of El Paso. Public Safety departments are required to maintain and provide reporting on incidents for which they serve. A Records Management System (RMS) provides robust, enterprise level information management solution required to enable quick data entry and real-time alerts, immediate search and retrieval, and extensive reporting. Business Intelligence Direct, is an analytical reporting module within the County’s RMS system (WebRMS) scheduled for deployment April 2019. This tool provides Law Enforcement agencies the ability to mine, monitor, and analyze public safety data for better resource planning and deployment. Utilizing intuitive dashboards, law enforcement command staff can perform real-time performance measurements and monitoring, while generating statistical reports. These reports can provide the public with access to incident information, and help agencies improve performance and allocate resources more effectively. ITD is responsible for the management of the maintenance and support contract. Proper and current service agreements must be maintained to allow continued use of this product.

ITD is requesting approval of an agreement with Hexagon for the license and use of its Business Intelligence Direct module. Under this contract, Hexagon will provide licensing, maintenance, and support of this product to the County of El Paso. This agreement is for a prorated cost of $1,074. The agreement will become effective as of 08/01/2018 and will terminate on 09/30/2018.

Purchasing has reviewed and approved the procurement of this software by releasing Purchase Order 21809708 on July 3, 2018.

County Attorney's Office approved contract #2018-0439 for Commissioners Court on July 26, 2018. No 1295 Form needed for this agreement.

ITD strives to execute procurement instruments 30 days in advance of their effective date. Occasionally circumstances occur that delay our process and we must request approval on a pre-dated agreement. We have contacted the vendor to ensure we receive all the benefits of the agreement and that, should our request be denied, we are not responsible for the lapsed contact period.

Recommendation:Approve and authorize the County Judge to sign the software agreement between the County of El Paso and Intergraph Corporation dba Hexagon Safety & Infrastructure. Funding is available in GF-ITD-MAINT/REP-SOFTWARE.  (Contract No. 2018-0439)
Prior Action:On February 12, 2018, Commissioner’s Court approved Change Order 2 for to the Master Services Agreement between the County of El Paso and Hexagon as per Contract #2017-0941 under Item #3-F. On June 22, 2015, Commissioner’s Court approved the Master Services Agreement between the County of El Paso and Hexagon as per Contract #2015-0327 under Regular Item #8.
