Item Title:EPCHD Capital Budget Substitution

Subject:Approve and authorize the request for a FY2018 El Paso County Hospital District (EPCHD) Capital Budget substitution for the replacement of  Emergency Department cardiac monitors in the amount of $525,000.  
Background:The cardiac monitors currently in use in the UMC Emergency Dept. (ED) are 10 to 15 years old.  Monitors have surpassed their useful life; maintenance and software upgrades are no longer available and these monitors and are no longer supported by the vendor.  Texas Health and Safety Code requires approval of the Commissioners Court for the capital and operating budgets of EPCHD and EPCHD policy requires the approval of the Commissioners Court for the approval of substitutions of the capital budget.
Fiscal Impact:This request is to allocate $525,000 previously allocated to another project to replace current cardiac monitors in the ED.  The other project will be placed on hold and another method has been identified to satisfy the needs of the original project.  Budget substitution was approved by the El Paso County Hospital District Board of Managers on August 14, 2018.
Recommendation:Approve substitution for the El Paso County Hospital District FY2018 Capital Budget for cardiac monitors for the UMC Emergency Department.
Prior Action:The Commissioners Court approved the FY2018 El Paso County Hospital District Operating and Capital Budget on August 28, 2017.
