Item Title:Budget and Fiscal Policy - BA No. 43

Subject:Approve amendment No. 43 to the County of El Paso’s 2017-2018 operating budget.  This budgetary amendment will decreasing Grants by $2,494,101.00 thus increasing the County of El Paso’s 2017-2018 overall operating budget of $488,847,087.53 to $491,341,188.53.
Background:

To include statutory requirement, operational impact, or performance goal.

The County budget is being amended in accordance with Texas Local Government Code §111.0415.

 

Budget amendment is necessary:

 

  • To transfer appropriations within the Human Resources department to cover the cost of September academy, drug testing for July and August and animal control officer rabies vaccines and pre-employment medical costs until year end.

  • To transfer appropriations within the Medical Examiner department to cover the cost of annual name accreditations renewal fee of $1,000.00. This was previously paid out through contracted services.

  • To increase the budget for the 2018 HIDTA Management and Coordination Grant as awarded and approved by the granting agency to cover operating expenses.

  • To set up the budget for the 2018 HIDTA Border Corruption Grant as awarded and approved by the granting agency to cover salaries and operating expenses.

  • To increase the budget for the 2018 HIDTA Border Corruption Grant as awarded and approved by the granting agency to cover the cost of salaries and operating expenses.

  • To set up the budget for the 2018 HIDTA Enterprise Money Laundering Initiative Grant as awarded and approved by the granting agency to cover salaries and fringe benefits.

  • To increase the budget for the 2018 HIDTA Enterprise Money Laundering Grant as awarded and approved by the granting agency to cover salaries and fringe benefits.

  • To set up the budget for the 2018 HIDTA Multi-agency Task Force Grant as awarded and approved by the granting agency to cover salaries, fringe benefits and operating expenses.

  • To increase the budget for the 2018 HIDTA Multi-agency Task Force Grant as awarded and approved by the granting agency to cover salaries, fringe benefits and operating expenses.

  • To set up the budget for the 2018 HIDTA Transportation Task Force Grant as awarded and approved by the granting agency to cover salaries, fringe benefits and operating expenses.

  • To increase the budget for the 2018 HIDTA Transportation Task Force Grant as awarded and approved by the granting agency to cover salaries, fringe benefits and operating expenses.

  • To set up the budget for the 2018 HIDTA Anti-smuggling Initiative Grant as awarded and approved by the granting agency to cover salaries, fringe benefits and operating expenses.

  • To increase the budget for the 2018 HIDTA Anti-smuggling Initiative Grant as awarded and approved by the granting agency to cover salaries, fringe benefits and operating expenses.

  • To set up the budget for the 2018 HIDTA Source City Metro Narcotics Initiative Grant as awarded and approved by the granting agency to cover salaries, fringe benefits and operating expenses.

  • To increase the budget for the 2018 HIDTA Source City Metro Narcotics Initiative Grant as awarded and approved by the granting agency to cover salaries, fringe benefits and operating expenses.

  • To increase the budget for the 2018 WTX HIDTA Intelligence Grant as awarded and approved by the granting agency to cover for contracted salaries.

Fiscal Impact:This budgetary amendment will decreasing Grants by $2,494,101.00 thus increasing the County of El Paso’s 2017-2018 overall operating budget of $488,847,087.53 to $491,341,188.53.
Recommendation:The recommendation is for Commissioners Court to approve amendment No. 43 to the County of El Paso’s 2017-2018 operating budget.
