| | Background: | This program provides home delivered meals to seniors 60 years of age or older and to persons with disabilities. The County and the Health and Human Services Commission (HHSC), previously known as, Texas Department of Aging and Disability Services (DADS), entered into a Master Agreement (KK-02-408) on October 14, 2002 to set the unit rate for Community Based Alternatives (CBA) and Community Care for the Aged and Disabled (CCAD) meal services. Annually thereafter, HHSC amends the contract to set the new unit rate.
The unit rate is based on budget worksheets that reflect all costs for the preparation and delivery of these meals. Because the County provides Congregate and Home Delivered Meal (HDM) types of meal service, the costs are weighted between the two service types. HHSC sets the unit rate reimbursement for both congregate and home delivered meals. This year's process set the unit rate for the reimbursement of home delivered meals at $4.95/unit. Approval of this Amendment allows the County to receive reimbursement for the HDM program at the new unit rate. | | Fiscal Impact: | Reimbursement to the County for Home Delivered Meals FY19 will be approximately $1,902,601.80 to serve up to 384,364 HDM units. The increase in funds of $297,897.80 from FY18 is determined by current participation trends. The County provides in-kind match by way of payment of utilities in the amount of $2,244.
