Subject:Approve and authorize the submission of a letter of intent and grant renewal application for Continuum of Care Homeless Assistance Program funds in the amount of $157,291 to continue Coordinated Assessment services on behalf of the El Paso community for FY 2019-2020.  A 25% grant match is required. 
Background:

A NOFA was issued by the El Paso Coalition for the Homeless as the community's collaborative applicant on July 16 for all area agencies to submit their proposals to HUD's Continuum of Care Homeless Assistance Programs.  The County is in the process of launching its FY 2018-2019 Coordinated Assessment program.  This request is a renewal application to continue to provide Coordinated Assessment Services in the El Paso community into FY 2019-2020.

 

The renewal is for $157,291 to pay for salaries of three assessment workers and operating expenses.  The grant requires a 25% match which will be committed through in-kind staff salaries.  Additionally, the Coalition for the Homeless requires a 1% participation fee from all applicants.  The 1% cash fee must be identified from the County's General Fund. 

Fiscal Impact:

A 25% match is required in addition to a 1% participation fee to the El Paso Coalition for the Homeless.  The 25% match requirement will be in-kind in the amount of $39,322.82.  The 1% participation fee in the amount of $1,572.91 will have to be identified from the General Fund.

 

An account will be set up at the time the acceptance of the grant award is approved by Commissioners Court.

Recommendation:Approve and authorize the submission of a letter of intent and grant renewal application for Continuum of Care Homeless Assistance Program funds in the amount of $157,291 to continue Coordinated Assessment services on behalf of the El Paso community for FY 2019-2010.  A 25% grant match is required. 
Prior Action:On October 24, 2016, Commissioners Court approved the FY17-18 grant application and letter of intent under item # 32.
