The County of El Paso received two (2) grant awards for Phase I & II from Texas Department of Agriculture – TDA seeking to construct first-time wastewater collection in the Morning Glory subdivision located Far East El Paso County in Precinct 3.
The grant award for Phase I & II is for $500,000 each and with these funds, the County and Lower Valley Water District will solicit contractor to construct first time sewer access to households in the Morning Glory subdivision. This will eliminate the risk associated with improper discharge and poorly maintained on-site sewer facilities. With this grant, the County will extend an existing wastewater system to this area by tying to the wastewater collection lines from Lower Valley Water District –LVWD.
Phase I will address the need to construct collection system to approximately 51 homes or approximately 211 persons. Phase II will address the need to construct collection system to approximately 52 homes or approximately 205 persons. Upon construction such system, the system will be turned over to the Lower Valley Water District for operation and maintenance.
An environmental assessment was conducted in house for the proposed project site and based on the assessment it was determined that the release of funds for this project will not impact the environment. Knowing this, the county of El Paso published a combined notices of finding of no significant impact- FONSI and request of release of funds -RROF notice in a newspaper of general circulation.
