Item Title:Public Works - Letter of Intent to partner w/El Paso Water for On-Call Professional Engineering Services

Subject:Approve and authorize the submission of a letter of intent to partner with El Paso Water Utilities for On-Call Professional Engineering Services for the County Interior Drainage Analysis Study that is needed for the certification of County levees.
Background:

The Federal Emergency Management Agency (FEMA) is in the process of certifying the Rio Grande River levee system as part of their National Flood Insurance Program for the participating communities.  As part of the certification process, the surrounding communities have to determine the flood prone areas that will be affected by the levee’s presence.

 

The County’s interior Drainage Analysis study will evaluate all areas within the unincorporated portion of the County that directly contribute to the Rio Grande River’s watershed.  The analysis will identify flood prone areas, affected areas if the levees are at capacity or if the levees have breached.  The analysis will essentially map out the areas most adversely affected by the Rio Grande River levee system. 

Fiscal Impact:None for this action item, but once contract is signed with PSB, the expected cost is $137,279.
Recommendation:Approve and authorize the submission of a letter of intent to partner with El Paso Water Utilities for On-Call Professional Engineering Services for the County Interior Drainage Analysis Study that is needed for the certification of County levees.
