The El Paso County’s Commissioners Court established the Board of Trustees of the Risk Pool Board for the County’s Health Benefits Program pursuant to Chapter 172 of the Texas Local Government Code. The Risk Pool Board members are the fiduciaries of the Risk Pool Fund which provides employees and elected officials, retirees and their families with health benefits. The Risk Pool Board has adopted the Risk Pool Bylaws for the purposes of providing and supervising the quality benefits to employees and elected officials, promotion of employment and investment, standards of employer/employee relationships, retirement, and appeals.  

Every two years, the Bylaws are reviewed by staff and the County’s Risk Pool Board and recommendations are made to the Commissioner’s Court if any changes are necessary.

Updates to the Risk Pool Bylaws include the following: 

• Updated sections under duties of board members and secretaries, training, board membership age requirement, attendance, public statements and pronouncements, and added a conflict of interest section to ensure Bylaws coincided with the newly adopted Uniform Rules and Procedures for County Boards Policy; and

• Updated sections under risk pool purpose, risk pool, and the supervision and administration of pool to ensure Bylaws remained consistent with local government code.

The County’s Risk Pool Board Bylaws were reviewed by the County Attorney’s Office (OP-18-105).
